About the WEST CHESTER FILM FESTIVAL INC HISTORY West Chester Pennsylvania a small town of about residents is located about miles due west of Philadelphia PA It is the county seat for Chester County and home to West Chester University Chester County has a population of but it only has two movie megaplexes and an early art deco theater in Phoenixville which is currently under restoration At one time West Chester had three movie theaters but the last one was torn down in the early s The town was losing businesses in the s and the downtown was becoming dead In the late s a revitalization started and now there are over restaurants and about a dozen art galleries in the center of town In a few concerned residents formed a committee to investigate bringing a theater back into town The committee wanted a theater that would showcase non-commercial films
